Install hills folding clothes line (including frame and concrete plates or alternatively this could be screwed to a wooden frame.) Install privacy screens around clothesline - either pre-made panels and wooden frame, or wooden frame and diagonal pieces of wood. Aim is privacy but also to stop clothes flying off balcony in wind, and ideally still let enough air through for drying.
