A pipe which is used as a handrail has rusted through and needs to be cleaned up and welded. The pipe is approximately 25mm in diameter and as you can see from the photo is set in concrete. The weld needs to be made just where the pipe enters the concrete, so give some though to whether this is achievable before bidding.

The job can be done any time.

Hi Andrew, I can do this job.
Doesn't look like there's anything to weld onto. It might be possible to use the old pipe as a sleeve for a smaller pipe. Alternatively, jack hammer out the concrete and start afresh.
