Toad tadpoles can last up to 20 weeks before changing to a toad. So it can be pretty hard to prevent them coming in if the really want to(stormwater,sewage, flowing water) or are already in your yard(hiding).

Training the dog to leave them alone will give best results. We have a Bulldog and he was stubborn AF but it only took us 1 season of training and alot of watching for him to leave them alone so it can be done.

Those filthy little beasts do my head in, the only way I've found to keep them out is by literally filling in the base of the fence with concrete to make it completely sealed up. Even then they still get in though 😭😭😭
Screw timber fence paling to the bottom of the fence
I would contact someone who installs snake barriers to properties for a few ideas.
