Im a qualified plumber with 25 years experience and would be happy to help, all small valve washers and labour included in this price , but if any major valves need replacing they would be extra , also if any paid parking is required that will be extra as well .

Yes I can see the water running in the bowl. Subtle but yes. And not connected to rainwater, it's a CBD apartment.

Just as a quick check - are you able to lift the lid on the cistern and manual lift the float arm up?
Does the noise stop?

Yes and no. There is no constant noise, but every 10 minutes or so it sounds like the pipes in the wall turn on and abruptly off after 10 seconds. Otherwise it's silent.
Hi Brad. Can you see water running into the bowl? Is the toilet hooked up to a rainwater tank?
Sounds to me like you have a worn washer in the cistern. Not a major deal. But then every ten minutes or so the line pressure has dropped enough to make the rainwater pump come on.
Possible?
