We have two new towel racks that need to be installed in place of an old one that needs to be removed.

Can do. And will use wall mates instead of the usual wall plugs which will greatly increase the strength of the rail. If wall mates wont work then will use springback screws. Time is flexible.

Would your offer include any repairs needed after removing the old racks if the alignment isn't exact with the new racks?
Can fill... spakfilla which is white but not paint.

What type of wall is this mounted on? Will the wall need patching from the previous railing?
