Laptop power on button not working

I have HP Elitebook 84400 laptop, around 2 years old. when I press power on button (centre control cover), then for a second all the LEDs blinks and then nothing happens. Battery is fully charged. The bid amount is for fixing the service, if any parts or component is required, that will be paid/purchased by me.
(Recently under the warranty, all the major component including motherboard, hard-drive, cooling fan etc were replaced by HP)

Sometimes majors brands have an extra warranty on parts replaced whilst in warranty. Have you checked this with H.P?
What happens when you turn it on with the power supply attached, with both battery in and out?
or if its old CPU solder degrade due to overheat,
i have fix it by 'refluxing' the board with a blow flame in the past on older hp laptop but this fix only lasts for a few months.

hi aby,
if you are sure your power supply brick is OK and provides power to charge battery,
then just blink nonce likely mean there is a CPU HW problem.
there is not much i can do to help,
as if CPU is faulty then its probably more cost efficient for you to buy a new laptop;
