I need to install a plaster picture rail (approx 3.5m).

I already have the picture rail - it is purely installation that is required.

I would like to understand the type of adhesive you would use (and any other screws etc) in consideration of the plaster material and approx time to install.

Hey Brett,
I can do this for you. I gather you have a molded plaster picture rail? If so I would be using a combination of wall plugs and screws as well as cornice fixing compound. It depends on how flat your wall is and how crumbly your plaster/bricks are. Cornice fixing is the traditional way, (although I would be using the CSR Gyprock cement which is anything but traditional), but if your wall is reasonably flat and reasonably solid, (wire cut bricks with lime render is my guess), wall plugs will be fine. I would come prepared and make a call on the day.

Thanks for the prompt. The wall is brick (though 100 years old, so can crumble a bit at time if drilling).
