Bit vague your request. Making links wont work if you are trying to rank in Google+ local - ie where G Places used to be. If you are eCommerce you really should be concentrating on G merchant ctr feed (free shopping results). If you are trying to rank for terms people dont really search for then you want social media. If it is a national term that you have identified through good keyword research then a varied drip feed of quality backlinks is what yoo need with good onsite and regular copy :)
