Most likely restriction in the shower head or hose. Best to compare the pressure with a tap nearest the main valve. If that is ;low too, compare with flow coming directly out of the water meter, if possible. If the system is old galvanised steel, corrosion at threaded joints can severely block pipes.
If no other taps are doing the same, most likely (in my experience the restrictor, or poor installation. Replaced many shower heads
