Carpenter to fix broken window with wooden frame

I have no idea how to fix this. I can call a glazier, but they can't fix the frame. Wooden window frame has fallen off from wind, wood has ripped from the hinges. I also have no idea how much it will cost. I would prefer it to fixed by one person, if that's possible? I assume one side of the wood needs replacing?
