I want to set up a charity weekly event where we provide meals for those in need in Melton area and have no idea how to go about doing this , I need someone to show me what channels to go through e.g government assistance or other to set this up and guide me through the process to make this a reality

Agreed with Allan. In terms of funding you are better off raising your own funds. An idea for getting a van would be to raise enough money to buy a cheap one off Gumtree and get a local mechanic shop to make it roadworthy for free and you can put their logo on the side of it alongside the charity logo, for example.
Able to help you. I work with the inner city homelessness unit and have a very good relationship with numerous support services.
I'm involved with a current homeless charity called "Perth Homeless Support Group". Have a look at their facebook page and website. They are always looking for volunteers and any help so should you put your idea to them. They have also been through the grant and government assistance route and found that it's very difficult and much easier to raise your own funds through donations, events, etc. They have just recent;y raised enough to fund their own food van to feed the homeless.
The 'Australian Charities and Not-for-profits Commission' is your first step for information. I would really like to help you set this up and provide graphics etc for free. It's something I'm passionate about.
Also talk to church and businesses to help ie Salvation Army
