Fix a leaking tap, I have already tried replacing the washer but seems like underlying fixing are issue

The bathroom tap is leaking.

I require a tap installed to supply my fridge with water. This two needs to be installed on a single brick internal wall, approximately 50cm below the ceiling, with the pipe beneath the plaster. There is already black plastic water supply pipes in the ceiling that supply water to the laundry. This is approximately 5 meters away from where the new tap needs to be installed. There is a man hole approximately halfway between the laundry and the kitchen. - Due date: Flexible
