Find an experienced local painter in Coburg North

Before selling, the old owners repainted the interior and exterior of the house. In doing so the painters have painted three main windows shut. We have tried a Stanley knife but will need a Professional to take a look. I believe it is doable with a Stanley knife or similar tool. We would preferably not like the paint stripped completely.
