Retaining wall and fence 20m long

We have had to demo Our old 24m retaining wall. It’s street side on a slope starting around 1.2m high and goes to bout 1.7-1.8m high. Debating about whether to keep it at 1m high and step it back up to our back yard level or to go the full height. Also trying to work out most cost efficient way whether beams into ground with sleepers or blocks.

Drive way retaining wall needs to be installed including the fence
