    I have a pool filter in an old laundry which is adjacent to and below the height of our back deck. I have investigated buying one of those metal sound proof boxed to go over the filter but have been told because of the configuration it cannot be installed. I think the solution is just to sound proof the one wall of the old laundry which is under the height of the back deck. That side of the old laundry room has timber battons from the ground up to a height of about 900mm before it gets to proper wall and the sound travels up throught the battons and then the floor of the back deck. So looking at sound proofing an area about 4 metres long and 900mm high. Probably best done from the side under the deck itself.
